Add Windows build to universal release build YAML

• Also, made component registration zip have paths of where it got the files from

PR Context

Part of the process of automating the release build better.

In the future I will add:

• Any missing compliance check that we can show the public.

Adding the paths to the component registration zip will make investigations into where we are using component easier.
