X Media Literacy Action Plan

X is a real-time global information service with the mission to serve the public conversation and help ensure the freedom of expression and access to information of its users. X employs a multi-faceted approach to support media literacy. Our approach includes refining rules and policies, offering tools and functionalities that support media literacy, and providing resources to help users develop media literacy skills. 

This plan is published in accordance with Section 17.1 under Ireland’s Online Safety Code.

X Measures To Promote Media Literacy

A. The X Help Center

The X Help Center is a comprehensive online resource designed to empower users with the tools, information, educational resources, and guidance needed to help navigate the X platform effectively and responsibly.

B. X's Rules and Policies

General

X’s Rules and Policies are designed to promote a safe and healthy environment for public conversation. The policies cover various areas, including but not limited to safety, privacy, authenticity, and platform integrity.

Advertising Policies

X developed the X Ads policies, which promote transparency, restrict misleading content, and encourage critical evaluation of ads. Users are also provided with an in-app tool directly accessible from the relevant ad, providing information on why they are seeing the ad. Inauthentic Activities and Misleading Content

X’s Authenticity policy aims to foster genuine interactions, safeguard the integrity of public conversation, and maintain user trust. This policy provides clear guidance and tools to enhance media literacy. 

X further addresses misleading content through Community Notes, a crowdsourced fact-checking feature that allows contributors to add contextual notes to posts, providing additional information or corrections. More information can be found on the About Community Notes on X help page.

X's Enforcement Philosophy

Our enforcement principles are grounded in human rights, taking a holistic approach towards freedom of expression by developing a broad range of remediations, with a particular focus on education, rehabilitation, and deterrence. C. User Empowerment Tools and Features

Algorithm Transparency and User Control

X is committed to providing greater transparency and increasing users’ awareness about the content users see on our Platform. More information can be found on the Recommender Systems help page. Reporting and Flagging Mechanisms

X makes available easy-to-use and easily accessible reporting channels to report both content and accounts that violate X’s Rules and Policies, as well as potentially illegal content. Several education resources available on the Help Center clearly explain how to report and flag content, including the Report violations and Reporting content in the EU help pages.

Content Labels

Content labels are valuable tools to allow for informed decision-making by users on whether to engage with content. 

  • Sensitive content labels: X applies warning labels for sensitive content, which require users who have chosen in their settings to not see sensitive content to click through an interstitial to view it. 

  • Restricted reach labels: Where appropriate, X will restrict the reach of posts by making the post less discoverable on X. Users will see a visible label on these posts. 

Checkmarks and Profile Labels

At X, checkmarks and labels distinguish different types of accounts, like the grey checkmark denoting government or multilateral organizations or officials. These labels support our core value of transparency. Detailed information can be found on the About profile labels and checkmarks help page.
